Does Self-Directed Care Increase The Risk of Fraud and Lower Quality?

In Ohio, a proposed state plan option that allows seniors to hire their own health care aids has been challenged by home health agencies that provide the very same services. The agencies claim that allowing consumers to choose their own providers will increase fraud and lower the quality of care to the over 32,000 Medicaid-eligible consumers in the PASSPORT program. The question is, is there truth to this claim?
